A couple of things you need to know.
The exam administrator will spell out a particular title and edition with an ISBN number. The ISBN number is like a model number for that particular edition. If a new edition comes out, the ISBN number will be different. The new ISBN number allows for proper identification of not only the book title, but the exact edition.
The exam administrator also knows that this can be quite a task to keep up with, as they deal with so many different reference books from several different publishers. That said, the Candidate Information Bulletin published by the exam administrator states the following:
Except for Code Books, you can base your answers on later editions of references as they become available.
The reason the Code Book has to be the exact year is because your State bases its current rules and regulations based on that Code Book year. Some states are using the current edition, some are still using a Code Book from several years back.
To sum it up;
You can use a later edition of any of the reference books listed with the exam administrator.
The ISBN may not match the one listed with your exam administrator if a newer edition has been released and they are unaware of it on the day you are looking at their list.
All Code Books must be the exact year the exam administrator is calling for.
